TOKYO, Japan - Naoto Kan, president of the main opposition Democratic Party of Japan, heads to a room in a Tokyo hotel July 23 for talks with Ichiro Ozawa, president of the smaller Liberal Party. They basically agreed to merge in September to boost their chances against Prime Minister Junichiro Koizumi in the next general election. (Kyodo)
