TOKYO, Japan - People dressed as animation characters celebrate the reopening of a section of a vehicle-free pedestrian zone in Tokyo's Akihabara district, which is popular with shoppers and tourists for its cluster of shops selling electronics gadgets, on Jan. 23, 2011.
