TOKYO, Japan - Nippon Credit Bank (NCB) opens Sept. 4 for its first official day of business under the ownership of a consortium led by Internet investor Softbank Corp., following 21 months of state control that ended Sept. 1. The new management is expected to adopt a plan to rename the institution Aozora Bank in January 2001. Aozora means ''blue sky'' in Japanese. (IEEE) of the United States presents a plaque to Japan's Meteorological Agency in Tokyo on March 6 for a radar which went out of service last year after 35 years of helping detect typhoons from Mt. Fuji. The institute described the radar as a ''feat in the field of electrical communication technology.'' Yuzo Takahashi (R), a member of the IEEE History Center, handed the ''IEEE Milestone'' bronze plaque to agency Director General Yuso Takigawa (C) and Ichiro Taniguchi (L), president of Mitsubishi Electric Corp., which developed the radar.
