Japan vows to help victims of nuclear tests in Kazakstan
TOKYO, Japan - Japanese Foreign Minister Masahiko Komura speaks at the outset of a two-day international conference in Tokyo on Sept. 6 aimed at treating people in the former Soviet republic of Kazakstan who were exposed to radiation from nuclear testing. He said the difficulties facing the Kazak people must be regarded as ''common problems facing humankind.''
