Resumption of normalization talks up to Japan: N. Korea
NEW YORK, United States - North Korean Foreign Minister Paek Nam Sun says at a news conference on Sept. 25 that Pyongyang is ready to restart normalization talks with Japan but that improved relations would depend on whether Japan resolves to ''liquidate its past crimes.'' Japan would have to apologize for its 1910-1945 colonization of the Korean Peninsula until the end of World War II and pay compensation, Paek said after making an address to a U.N. General Assembly session.
