Suspicious fire cuts power to 6,400 Tokyo households

TOKYO, Japan - Firefighters congregate at a Tokyo Electric Power Co. substation in Tokyo's Ota Ward, where they extinguished a fire that broke out on the night of Dec. 29. The fire caused no injuries, but cut electricity to 6,400 households. Police are investigating a message posted on an Internet site earlier this week that said, ''A major blackout should be caused on Jan. 1, 2000 by severing the cable to prevent the Expo (the planned world exposition in Aichi Prefecture in 2005) and (construction of) Chubu international airport.'' The fire started around a communication cable at the substation.
