Noboru appointed disarmament ambassador
TOKYO, Japan - Senior diplomat Seiichiro Noboru, who was appointed ambassador to the Conference on Disarmament on Jan. 28, is shown in this file photo. Noboru, 58, who headed the Cabinet Councillors' Office on External Affairs until Jan. 17, will assume the new post Jan. 31. Noboru joined the Foreign Ministry in 1965, after graduating from the University of Tokyo's Faculty of Law. He led the ministry's Middle Eastern and African Affairs Bureau before beginning his work as chief of the cabinet office in January 1998.
