Opposition camp boycotts premier's policy speech

TOKYO, Japan - Empty seats show the boycott by opposition party legislators of Prime Minister Keizo Obuchi's policy speech at the plenary session of the House of Representatives in the Diet on Jan. 28. The opposition decided to stay away from all Diet business in protest against the way the ruling coalition -- the alliance of the Liberal Democratic Party, the Liberal Party and the New Komeito -- is pushing a bill to reduce the number of seats in the lower house.
