Lower house passes bill to revise Juvenile Law

TOKYO, Japan - The House of Representatives on Oct. 31 passes a bill to revise the Juvenile Law that would lower to 14 from 16 the minimum age at which suspects can be held criminally responsible for their actions, in the wake of a series of youth crimes that has rocked Japan. The bill is expected to pass the House of Councillors by the end of the current 72-day extra Diet session on Dec. 1.
