TOKYO, Japan - Japanese Prime Minister Yoshiro Mori (C) presides over a regular session of his cabinet at his official residence Dec. 5. Ministers later resigned to pave the way for Mori to reshuffle his cabinet in preparation for a major regrouping of government ministries and agencies in January.
