            FUKUI, Japan - Members of a group of locals in Tsuruga, Fukui Prefecture, who filed a lawsuit demanding the permanent closure of Japan's only prototype fast-breeder nuclear reactor, display banners protesting a ruling by the Fukui District Court at the court's entrance March 22.
