OSAKA, Japan - Two French-language instructors (L and 2nd from L) acting file a complaint with an official of the Osaka Regional Labor Relations Commission on behalf of their union March 21, accusing the French government and a Kyoto-based French cultural institute of alleged unfair labor practices.
