IRKUTSK, Russia - Japanese Prime Minister Yoshiro Mori speaks aboard a government airplane on his way to Irkutsk, Russia, on March 24. Mori will meet Russian President Vladimir Putin in the Siberian city on March 25 for the first time since the two countries failed to achieve their goal of signing the pact by the end of 2000.
