Extra budget enacted, focus on employment steps

TOKYO, Japan - Prime Minister Junichiro Koizumi (R front) and Finance Minister Masajuro Shiokawa bow to members of the House of Councillors at the Diet in Tokyo on Nov. 16 after the upper chamber's plenary session approved the government-sponsored 3-trillion-yen extra budget for the current fiscal year. The board behind them shows 137 upper house members from the ruling coalition endorsed the budget and 97 opposition members rejected it.
