Shiga town approves voting right for foreigners

MAIHARA, Japan - Town assembly members in Maihara, a small town in Shiga Prefecture, western Japan, stand to indicate their approval of a proposal Jan. 18 to give foreigners with permanent residency the right to vote, becoming the first local authority in Japan to allow such a move.
