Barred Japanese NGO allowed to attend Afghan confab
TOKYO, Japan - Kensuke Onishi (C), overall supervisor of nongovernmental organization Peace Winds Japan (PWJ), looks happy Jan. 22 after being allowed to attend the conference on Afghan reconstruction in Tokyo. PWJ earlier said it was barred from attending the conference because of what the Japanese Foreign Ministry called its ''antigovernment'' stance.
