Decentralization panel proposes shift in school funds

TOKYO, Japan - Toshiba Corp. Chairman Taizo Nishimuro (L), head of the Council for Decentralization Reform, a government advisory panel, hands a final report to Prime Minister Junichiro Koizumi on Oct. 30. The report proposed that local governments take more financial responsibility to cover education costs and that the central government gradually reduce the funds it gives local governments for public works projects.
