NAHA, Japan - Shoichi Chibana, owner of a lot used by the U.S. Navy in Okinawa, comments on the ruling by the Naha branch of the Fukuoka High Court on Oct. 31 that overturned an earlier court decision that ordered the Japanese government to pay him damages for forcing him to lease land to the U.S. military even after land-use contracts expired in 1996.
