TSURUGA, Japan - File photo taken in 1999 shows No. 2 nuclear reactor of Japan Atomic Power Co. in Tsuruga, Fukui Prefecture, where fire from a turbine cover forced the company to shut down the reactor late Dec. 12. Officials said there was no radiation leakage. (Kyodo)
