TOKYO, Japan - Princess Sayako arrives at the Imperial Palace on March 19 to get formally engaged to Yoshiki Kuroda, an employee with the Tokyo metropolitan government, in a traditional rite of betrothal, known as ''Nosai no Gi.'' After the ceremony, the princess, 35, affectionately known as Princess Nori, said in a statement, ''I would like to express my deep gratitude to both the emperor and the empress for blessing us and for having Nosai no Gi completed smoothly.''
