Fukuda apologizes to Japanese war orphans from China, 1st by PM

TOKYO, Japan - Prime Minister Yasuo Fukuda (R, standing) apologizes to Japanese nationals formerly war-displaced in China (L side) on Dec. 5 at his office in Tokyo, making it the first apology by a prime minister to the so-called ''war orphans.''
