YOKOSUKA, Japan - U.S. Naval Forces Japan Commander Rear Adm. James Kelly (R) hands a letter of apology to Yokosuka Mayor Roichi Kabaya at Yokosuka city hall on April 3 over the suspected murder of a Japanese taxi driver by a U.S. sailor.
