Upper house urges N. Korea to abstain from launching missile
TOKYO, Japan - An electric bulletin board shows the House of Councilors unanimously adopting a resolution at its plenary session on March 31 urging North Korea to abstain from launching a long-range ballistic missile. The House of Representatives is also expected to adopt such a resolution later in the day. Pyongyang says it will put a satellite into orbit between April 4 and 8. (Kyodo)
