CORRECTED: Fire at oil refinery in western Japan

Flames rise from a TonenGeneral Sekiyu K.K. oil refinery in Arida, Wakayama Prefecture, western Japan, on the night of Jan. 22, 2017, after it broke out around 3:50 p.m. that day.
