Japan-funded projects spare Philippine city from horror of flashfloods
Photo taken in the central Philippine city of Ormoc in February shows Narciso Dumalan (L), 54, posing with his daughter Jaica, who is named after the Japan International Cooperation Agency. Jaica was born in 2000 and given her name to show her father's gratitude for the agency's flood-control projects following a massive flashflood in the city in 1991. (Kyodo)
