'Hot spots' in Fukushima declared safe but few returning home
Deserted fields in the Takakura district of Minamisoma, Fukushima Prefecture, are seen on Jan. 22, 2015, almost a month after the Japanese government lifted its evacuation advisory for the once "hot spot" area by saying radioactive contamination from the crippled Fukushima Daiichi nuclear power plant has returned to safe levels.
