A map showing the locations of evacuation sites within 10 kilometers of Tokyo Electric Power Co.'s Fukushima Daiichi nuclear power plant remains in an off-site center in Okuma Town, Fukushima Prefecture, on March 15, 2015. The facility, about 5 kilometers west of the power plant damaged by the March 2011 earthquake and tsunami, was supposed to function as an emergency response base but was vacated four days after the disaster due to troubles including the shutoff of its communication lines and an increase in the amount of radiation.
