UNDP chief says disaster risks should be considered in development

United Nations Development Programme Administrator Helen Clark tells Kyodo News in Sendai in March 2015 that development should be carried out by taking into account disaster risks as a priority, referring to the recent cyclone disaster that hit the South Pacific island country of Vanuatu.
