Measures needed to save fish stocks from dwindling further
File photo taken in February 2015 shows a catch of Okhotsk atka mackerel, commonly known as "hokke" in Japan, landed at a fishing port in Wakkanai on the northern tip of Hokkaido, Japan's northernmost prefecture.
