Japanese envoy says too early to negotiate treaty to ban nukes
Toshio Sano (L), ambassador of the Delegation of Japan to the Conference on Disarmament, speaks at a U.N. meeting on nuclear disarmament in Geneva on Feb. 22, 2016. Sano argued against starting negotiations early on an agreement to outlaw nuclear weapons, saying the stage is not yet set for such talks given the current security situation as seen in North Korea's recent nuclear test.
