U.N. panel adopts report backing negotiations to ban nukes
Japan's disarmament envoy Toshio Sano raises a board for abstention from voting in a meeting of U.N. working group on nuclear disarmament in Geneva on Aug. 19, 2016. The group adopted a report recommending to the U.N. General Assembly that negotiations begin in 2017 to outlaw nuclear weapons. Japan has maintained that the stage is not yet set for such talks, citing threats from North Korea. (Kyodo)
