File photo taken Feb. 27, 2011, shows the Hanayashiki amusement park in Asakusa, one of the most popular tourist destinations in Tokyo, with Tokyo Skytree under construction in the background. Hanayashiki, known as Japan's first amusement park, originally opened as a flower park in 1853 when Commodore Matthew C.
