TOKYO, Japan - A monument of a combat airplane, made in the former Soviet Union, is displayed against the backdrop of a building under construction in Hargeisa, the capital of the unrecognized breakaway republic of Somaliland, northeastern Somalia, on Oct. 13, 2010.
