OTSU, Japan - Shiga Gov. Yukiko Kada (R) holds talks with Naomi Koshi, the newly elected mayor of Otsu, Shiga's capital city, at the prefectural government office in Otsu on Jan. 25, 2012. Koshi started working as the mayor the same day following the 36-year-old lawyer's election Jan. 22 as Japan's youngest-ever female mayor. It is the first time in Japan for a prefecture and its capital city to be run by women. (Kyodo)
