TOKYO, Japan - File photo taken in September 2003 shows the spent fuel pool of the No. 3 reactor at the Fukushima No. 1 nuclear power plant in Fukushima Prefecture. The Self-Defense Forces poured water onto the reactor on March 17, 2011, in an attempt to cool down its apparently overheating spent fuel pool to prevent the release of radiation. (Kyodo)
