OFUNATO, Japan - A woman sobs as she observes a moment of silence at 2:46 p.m. on March 18, 2011, exactly a week after a massive earthquake in northeastern Japan, at an evacuation center in the tsunami-hit city of Ofunato, Iwate Prefecture.
