TOKYO, Japan - Kazuhiko Togo, the former chief of the Foreign Ministry's treaties bureau, talks to reporters in Tokyo on March 19, 2010, after speaking about so-called Japan-U.S. secret pacts as an unsworn witness during a session of the House of Representatives Foreign Affairs Committee.
