Ex-public servant acquitted over handing out communist paper
TOKYO, Japan - Akio Horikoshi, 56, a former employee at the now-defunct Social Insurance Agency, speaks at a news conference in Tokyo on March 29, 2010, after the Tokyo High Court acquitted him of civil service law violations for passing out copies of the Japanese Communist Party newspaper in 2003. The high court reversed the lower court's guilty verdict, saying Horikoshi's actions did not undermine the administrative neutrality of a public servant. (Kyodo)
