Ex-farm minister Wakabayashi offers to quit as lawmaker
TOKYO, Japan - Former Agriculture, Forestry and Fisheries Minister Masatoshi Wakabayashi speaks to reporters at the Diet building in Tokyo on April 2, 2010, after submitting to House of Councillors President Satsuki Eda a letter of resignation as a lawmaker.
