Obuchi comments on ruble devaluation

Prime Minister Keizo Obuchi answers opposition questions in a House of Representatives Budget Committee session Tuesday Aug. 18. Calling Russia's latest ruble devaluation ''regrettable,'' Obuchi said, ''I am concerned that it could have a major effect on the global economy.''
