JOC says 9 IOC members violated bid rules

    TOKYO, Japan - Japanese Olympic Committee chief Yushiro Yagi (in this file photo) apologizes April 11 for offensive comments he made about African athletes after Kenyan and Ethiopian runners won the April 9 Nagano Marathon races. Yagi, who had said ''I can't stand losing out to blacks,'' explained his remark was ''in no way meant to be a racial slur and in no way reflect my own views or the views of the JOC.''         Olympics bid farewell to Nagano

        The Olympic flame symbolically goes out at the closing ceremony of the Nagano Winter Games on Feb. 22. International Olympic Committee President Juan Antonio Samaranch told the crowd in Japanese, ''Arigato, Nagano. Sayonara, Nippon,'' before he ceremonially handed the Olympic flag to the mayor of Salt Lake City, which will host the next Winter Games in 2002.
