Key panel proposes 3-step plan for Japanese economy
Hirotaro Higuchi (L), chairman of the Economic Strategy Council, an ad hoc panel of top business leaders and scholars, hands his council's final report to Prime Minister Keizo Obuchi on Feb. 26. The report urged the government to revive Japan's economy and set its deficit-ridden finances in order around fiscal 2008 by implementing a three-stage plan over the next 10 years.
