Japan, Russia set for free visits to disputed islands
TOKYO, Japan - Prime Minister Keizo Obuchi (L) and Russian First Deputy Prime Minister Viktor Khristenko shake hands prior to talks at the prime minister's official residence in Tokyo on Aug. 31. The two leaders agreed in principle to begin free visits to the Soviet-held islands off Hokkaido by former Japanese residents, opening the way for a first trip in mid-September.
