Obuchi seeks 'third way' for structural reforms

TOKYO, Japan - Prime Minister Keizo Obuchi addresses a meeting of Rengo, Japan's largest labor organization, on Oct. 14. ''I wonder if there is a third way to bring about structural reforms, not the American style nor the European,'' the premier told the meeting convened to mark Rengo's 10th anniversary.
