Estrada urges setting up E. Asian security forum

MANILA, Philippines - Philippine President Joseph Estrada delivers a keynote speech at the opening of a meeting of the Pacific Economic Cooperation Council (PECC) in Manila on Oct. 21. He stressed the need to create an East Asian security forum that will both respond to pressing security issues and pursue peaceful means to avert potential conflicts.
