Int'l donors open talks on E. Timor aid

TOKYO, Japan - East Timor political leader Xanana Gusmao speaks at a meeting of delegates from more than 30 countries and international institutions in Tokyo on Dec. 17. The two-day discussions focused on how the international community can participate in the long-term development and reconstruction of East Timor. Gusmao called for ''true partnership'' with the international community in preparing East Timor for independence.
