OSAKA, Japan - Former Philippine President Fidel Ramos delivers a lecture at a two-day international forum to discuss cooperation among nongovernmental organizations, local governments and the private sector which opened in Osaka on Feb. 22. Participants at the ''Asia -- Looking to the Future'' forum will seek cooperation in tackling various problems in the Asia-Pacific region.
