Foreign Ministry lacking in personnel, accounting checks

TOKYO, Japan - Senior Vice Foreign Minister Kiyohiro Araki answers questions from the media April 20 at the ministry about the findings of an in-house investigation into an embezzlement scandal involving a former diplomat. Araki said the ministry failed to prevent the scandal due to insufficient internal monitoring in areas such as personnel and accounting.
