Shiokawa suggests ODA to China 'foolish'
OSAKA, Japan - File photo of Finance Minister Masajuro Shiokawa. Shiokawa said at a July 14 election rally in Osaka Prefecture that it is ''foolish'' for Japan to provide official development assistance (ODA) to ''a country that may attack Japan with an atomic bomb or missiles,'' a remark believed to refer to China. Shiokawa made the comment in Habikino while stumping for the LDP in the July 29 House of Councillors election. China is a recipient of Japanese foreign aid.
