China says it's up to Japan to mend strained ties

BEIJING, China - China's Foreign Minister Tang Jiaxuan (R) shakes hands with Otohiko Endo, a former House of Representatives member who is heading a delegation of Japanese lawmakers to the country, prior to their talks at China's Foreign Ministry in Beijing on Aug. 27.
